KUCHING: The government should re-examine the salary structure for technicians and technical and vocational education trained (TVET) semi-professionals as this group of workers are currently being viewed as second-class manpower.
Minister of Infrastructure Development and Communication Minister Dato Sri Michael Manyin Jawong, who made the call, said because the civil service veered towards academic qualifications rather than skills, many people tended to shy away from pursing technical education whenever possible.
"It is easier in the private sector because a person's remuneration is usually based on their skills, capability and productivity, but not in the civil service.
"In the government sector, once you don't have the paper qualification, you will go nowhere no matter how good you are, or even if you have passed your diplomas or certificates with flying colours."
He said this to reporters yesterday after representing the chief minister to open the inaugural National Conference for Technicians and TVET Semi-Professionals (SwakCREATE 2013) here.
The event was organised by Politeknik Kuching Sarawak (PKS) and the Malaysian Society for Engineering and Technology (MySET).
Manyin said if the government were serious in promoting technical and vocational education, then it needed to look into this shortcoming because currently technicians and TVET semi-professionals are categorised as "supporting officers" under Grade B.
He opined that they should be categorised as Grade A officers, and enjoy same perks as degree holders.
"Because of our present system, most people, especially parents, consider being a technician or TVET semi-professional only as second choice, or even as the final resort."
Manyin said this state of affair should not be allowed to persist if Malaysia wanted to become a developed nation.
"The conference today is most appropriate in view of the ever increasing demand for technicians, but, unfortunately, the profession is not being recognised and appreciated to the level they deserved."
Earlier, MySET president Prof. Dato Abang Abdullah Abang Ali, who was also present at the press conference, lamented that very little emphasis had been put on this category of workers.
"They have no one to turn to. Unlike those from many other professions, technicians and TVET semi-professionals are not protected under certain laws.
"MySET realised this, and, in fact, we have submitted our draft for the establishment of Malaysian Board of Technologists (MBOT), but unfortunately it got stuck in the Attorney-General's Office for about two years now.
"Anyway, we will continue to push for MBOT to be tabled in Parliament, and be implemented. We feel this matter has been long, long overdue."
Also present at the news conference were the Education Ministry's Polytechnic Studies Department director-general Datuk Mohlis Jaafar and Politeknik Kuching Sarawak director Clara Ong Guat Leng.

KUCHING: A total of 1,166 students of Politeknik Kuching Sarawak received their graduation certificates in the 21st Politeknik Kuching Convocation held at the Pullman Hotel.
The two-day event which will end today, saw diploma students in various fields receiving their scroll.
Deputy Chief Minister Datuk Patinggi Tan Sri Dr Alfred Jabu, in his opening speech, said Politeknik Kuching has evolved during its 25 years' tenure since its first student admission in 1988.
"There have been numerous successes by past students who excel in their fields and I urge them to step forward and share their success story with the current students," said Jabu.
On another matter, Jabu drew the attention towards the issue concerning the quality of graduates.
"There is word within the job market that certain higher learning institutes produce non-competitive graduates who do not match demands of the current job market."
"In this context, Politechnics should set a new standard by developing the human capital to fulfill the current demand. Focus should also be given to innovation and creativity aspects in shaping the students' thinking ability," he said
He said Malaysia needs to increase its high skilled human capital from 23 per cent now to 37 per cent by the year 2015.
"Technical and Vocational Training (TVET) should be made mainstream to everyone. It is also vital to accommodate the needs through the Sarawak Corridor of Renewable Energy (SCORE)," he added.
On another matter, Jabu said the current process by the Malaysian Qualification Agency (MQA) for Politeknik courses will lure more students to enroll in its courses in future.
"Upon the accreditation by MQA to each of its courses, it is my hope that Politeknik will become the first choice for SPM leavers to continue their studies," said Jabu.
Jabu later on announced a grant of RM10,000 to Politeknik Kuching who will participate in an innovation conference scheduled in November. Since producing 431 first batch graduates in 1993, Politeknik Kuching had to date produced a total of 19,971 graduates in various fields.
Also present were Politeknik Kuching director Clara Ong Guat Leng and Education Ministry's Politechnics Department director General Datuk Mohlis Jaafar.

KUCHING: Politeknik Kuching Sarawak and Swinburne University of Technology Sarawak Campus held a meeting to discuss the possibility collaboration recently.
The proposed collaboration will focus on the articulation of the Politeknik diploma graduates to degree courses, English language programmes for its students and the training of lecturers from the polytechnic.
The meeting was held between the director of Industrial Liaison, Graduate Employability and Alumni with the Department of Politechnic Education, Malaysian Ministry of Higher Education, Datuk Dr Arshad Kassim and the Swinburne Sarawak Government and External Liaison director Datuk Dr Julaihi Bujang.
According to a press release yesterday, the two institutions have agreed to set up a committee to work out the details of the collaboration.
"Also discussed are ideas on improving the employability of graduates," the statement said.
Politeknik Kuching Sarawak, located in Matang, about 30 minutes from Kuching city, is one of the many polytechnics in the country set up to cater to the demands for more semi-professionals in the engineering, commerce and service sectors.
Swinburne Sarawak is the only international branch campus of Swinburne University of Technology in Melbourne, Australia.
At the meeting, Arshad was accompanied by the campus director of Politeknik Kuching Sarawak, Clara Ong.
Also present were Swinburne Sarawak's Registrar and director of Student Operation Division Hussain Taiban, and Business Development and Communication Division director James Ho.

KUCHING: The government should re-examine the salary structure for technicians and technical and vocational education trained (TVET) semi-professionals as this group of workers are currently being viewed as second-class manpower.
Minister of Infrastructure Development and Communication Minister Dato Sri Michael Manyin Jawong, who made the call, said because the civil service veered towards academic qualifications rather than skills, many people tended to shy away from pursing technical education whenever possible.
"It is easier in the private sector because a person's remuneration is usually based on their skills, capability and productivity, but not in the civil service.
"In the government sector, once you don't have the paper qualification, you will go nowhere no matter how good you are, or even if you have passed your diplomas or certificates with flying colours."
He said this to reporters yesterday after representing the chief minister to open the inaugural National Conference for Technicians and TVET Semi-Professionals (SwakCREATE 2013) here.
The event was organised by Politeknik Kuching Sarawak (PKS) and the Malaysian Society for Engineering and Technology (MySET).
Manyin said if the government were serious in promoting technical and vocational education, then it needed to look into this shortcoming because currently technicians and TVET semi-professionals are categorised as "supporting officers" under Grade B.
He opined that they should be categorised as Grade A officers, and enjoy same perks as degree holders.
"Because of our present system, most people, especially parents, consider being a technician or TVET semi-professional only as second choice, or even as the final resort."
Manyin said this state of affair should not be allowed to persist if Malaysia wanted to become a developed nation.
"The conference today is most appropriate in view of the ever increasing demand for technicians, but, unfortunately, the profession is not being recognised and appreciated to the level they deserved."
Earlier, MySET president Prof. Dato Abang Abdullah Abang Ali, who was also present at the press conference, lamented that very little emphasis had been put on this category of workers.
"They have no one to turn to. Unlike those from many other professions, technicians and TVET semi-professionals are not protected under certain laws.
"MySET realised this, and, in fact, we have submitted our draft for the establishment of Malaysian Board of Technologists (MBOT), but unfortunately it got stuck in the Attorney-General's Office for about two years now.
"Anyway, we will continue to push for MBOT to be tabled in Parliament, and be implemented. We feel this matter has been long, long overdue."
Also present at the news conference were the Education Ministry's Polytechnic Studies Department director-general Datuk Mohlis Jaafar and Politeknik Kuching Sarawak director Clara Ong Guat Leng.
